The American Recovery and Reinvestment Act of 2009 under the Neighborhood Stabilization Program 2 (NSP2) will be awarding funding to carry out neighborhood stabilization programs. The purpose of the funding is to stabilizing neighborhoods whose viability has been and continues to be damaged by the economic effects of properties that have been foreclosed upon and abandoned. The targeted areas under this proposal for the metro east area include specific census tracts in both St. Clair and Madison Counties.
Public comments are being requested relating to the proposed geography and use of funds. The proposed funding allocation of NSP2 funds will be to develop affordable rental and new single-family housing in specific target areas within each community identified. In most cases, the proposed new housing will help to stabilize existing newer housing that has been recently developed with-in the past 10-12 years within each community.
The following is a description of the proposed developments with a total estimated project cost of $28.32 million. Funding costs include the demolition of 300 abandoned and derelict structures, renovation or construction of 188 new housing units and new streets and necessary infrastructure improvements to support the developments.
East St. Louis - 88 rental units of loft style apartments, former Broadview Hotel, $5.28 million.
Washington Park - 50 units of for-sale housing, demolition of 150 derelict homes, $11.7 million.
Centreville - 10 units of for-sale housing, demolition of 60 derelict homes, $4.68 million.
Alorton - 6 units of for-sale housing, demolition of 10 derelict homes, $1.62 million.
Brooklyn - 6 units of for-sale housing, demolition of 10 derelict homes, $1.62 million.
Cahokia - 12 units of for-sale housing, demolition of 100 derelict homes, $4,12 million.
Venice - 6 units of for-sale housing, demolition of 10 derelict homes, $1.62 million.
Madison - 10 units of for-sale housing, demolition of 10 derelict homes, $1.58 million.
